Selectmen's Minutes 3/13/07
The weekly meeting of the Board of Selectmen was held on Tuesday evening, March 13, 2007 at 7:35 p.m.
 
Present: Peter A. Hamilton, Chairman; Theresa McNulty, Clerk; David L. Walsh
            George Samia, Town Administrator
            Karen Grabau, Adm. Assistant
 
APPOINTMENT
 
James Rosenberg met with the Board relative to his application for a Common Victualer License. Noted that he would be reopening the Domino’s Pizza at Carriage Crossing. Explained his hours of operation and noted that he may open for lunches later.
 
M/McNulty, s/Walsh, a unanimous vote, move to approve the Common Victualer License for Xtra Cheese EB, LLC dba Domino’s Pizza, 225 Bedford Street, hours: Monday – Thursday 4 p.m. – 11 p.m., Friday & Saturday 11 a.m. – 12 a.m., Sunday 11 a.m. – 11 p.m.
 
M/McNulty, s/Walsh, a unanimous vote, move to approve the minutes of the February 20, 2007 meeting.
 
M/McNulty, s/Walsh, move to approve the minutes of the March 1, 2007 Special Selectmen’s Meeting.
VOTE: Yes – Walsh, Hamilton; Abstain – McNulty
 
M/McNulty, s/Walsh, move to approve the minutes of the March 6, 2007 meeting.
VOTE: Yes – Hamilton, McNulty; Abstain – Walsh
 
M/McNulty, s/Walsh, a unanimous vote, move to authorize the over-expenditure of the Snow & Ice Removal Account for FY2007.
 
Mr. Samia explained that this was allowed under MGL Ch. 44, S31D. The budget has been kept at $50,000 for many years. Noted that the current deficit was $360.57.
 
M/McNulty, s/Walsh, a unanimous vote, move to approve Proclaiming March 25, 2007 to April 21, 2007 as Motorcycle Safety Awareness in East Bridgewater.
 
M/McNulty, s/Walsh, a unanimous vote, move to approve holding a Special and the Annual Town Meetings on May 14, 2007.
 
Board requested a schedule for Town Meeting be prepared for the next meeting.
 
M/McNulty, s/Walsh, a unanimous vote, move to approve the Use of the Sachem Rock Farm by Dale Julius for a Civil War Reenactment on April 28, 2007.
 
Mrs. McNulty noted that the Sachem Rock Committee had voted provisional approval of the event and had left the granting of permission up to the Board’s discretion.
 
APPOINTMENT
 
John Silva, Jr. met with the Board of Selectmen.
 
Mr. Hamilton noted that the meeting is to respond to questions submitted to the Board at last week’s meeting by Mr. Silva. Will go through questions and board’s response, then open up for discussion.
 
Mr. Silva noted that he had received the responses in the mail this afternoon.

Mr. Walsh read a prepared statement regarding how he would proceed with information and noting that he will be asking several questions of Mr. Silva at the end.
 
Mr. Walsh read each questions submitted by Mr. Silva and gave the Board’s response. Question 11 was referred to Chief of Police John Cowan, who was present and responded to the question. Presented to Board copies of vehicle usage from 2002-2004 and from January 1, 2005 to present.
 
After all questions submitted by Mr. Silva were answered, Mr. Walsh noted that he had received numerous calls from residents and was compelled to ask three questions. After the questions were presented, Mr. Silva requested a copy of the questions. Mr. Samia left the room to make copies and the Board held off on further discussion until his return.
 
Mr. Walsh stated the Board would be discussing the Capital Improvement Stabilization Fund and over-ride for funding of the Fund at next weeks meeting. Also noted that the Board would be holding Open Forums for residents to ask questions, etc. prior to the Town Election.
 
Mr. Samia returned to meeting and copy of Mr. Walsh’s questions were given to Board members and Mr. Silva.
 
At this time, Mr. Silva asked further questions regarding information provided from his original questions. After further discussion regarding board’s responses, Mr. Silva read a prepared statement.
 
Mr. Silva then responded to the three questions from Mr. Walsh. Mr. Silva also submitted a letter signed by former Selectmen, Tony Costello dated February 4, 2002 and addressed to County Treasurer, John McLellan.
 
Mr. Silva left at 8:25 p.m.
